The Puget Sound Skills Center (PSSC) Foundation requests $5,000 in general operating support to advance equitable STEM education and youth development for high school students across South King County.

The PSSC Foundation is the philanthropic arm of the Puget Sound Skills Center, a regional Career and Technical Education (CTE) program operated by Highline Public Schools. PSSC provides tuition-free, hands-on education to over 1,000 high school juniors and seniors annually from multiple school districts, offering pathways in STEM, engineering, health sciences, and skilled trades. Many students come from under-resourced communities or are the first in their families to pursue postsecondary education, making access to additional support critical.

While PSSC programs are tuition-free, students often face financial and systemic barriers that limit their ability to pursue education and training beyond high school. The PSSC Foundation addresses these challenges by providing scholarships, student support, and organizational capacity to ensure access to postsecondary education, industry certifications, and apprenticeships. Programs also cultivate critical thinking, problem-solving, leadership, and collaboration skills, helping students become confident, competent, and caring adults who contribute positively to their communities.

A $5,000 general operating grant would provide flexible support to sustain key operations, including student outreach, program coordination, and targeted financial assistance for students pursuing STEM-related pathways. Even at this level, the funding directly supports the Foundation’s ability to remove barriers, maintain high-quality programming, and ensure that more students—particularly those from historically underserved communities—can engage meaningfully in STEM education and career preparation.

This support represents an investment in youth potential, educational equity, and the long-term social and economic vitality of South King County, helping to prepare the next generation of STEM leaders and contributing members of society.

Project Title: Investing in Bright Futures: Rainier Scholars’ Tacoma helps underresourced students thrive
Project Description:

Rainier Scholars (RS) is a vehicle for change that empowers students to overcome barriers through rigorous academics and transformative holistic support. Founded in 2000, we serve students with the greatest number of barriers to achieving a college education – students of color from low-income backgrounds, many the first in their family to achieve a college degree. Our 12-year program offers academic support, leadership and career development, and mental health resources to ensure our scholars are equipped with the necessary resources to thrive academically and professionally. 93% of scholars have graduated or are on track to graduate from a four-year college or university. In contrast, the US college graduation rate lies around 38% and is significantly lower for youth of color (US Census, 2021).

In 2022, RS launched south of Seattle in Tacoma, WA, where schools are consistently underfunded. 66% of students enrolled in Tacoma public schools are students of color, and assessment scores show that far more Tacoma students score below grade level in ELA, math, and science compared to their Seattle peers. By expanding to Tacoma, we meet a heightened need, offering transformative educational supports to youth who may not otherwise have access to similar opportunities.

The RS approach is grounded in educational equity, paving the way for students of color to be successful where they have been historically underrepresented. We are proud of our growing community of over 400 alumni who have gone on to have successful careers as leaders in their communities. The ripple effect of our program extends beyond the students we directly serve: our scholars have inspired siblings, parents, and neighbors to achieve their own college and career goals. By establishing pathways to college that others can follow, RS creates a multiplier effect—allowing the work we do to have an exponential impact on our community.

Level Up is a six-week, full-day summer enrichment program that strengthens early literacy, increases self-esteem, and fosters positive attitudes toward learning for children from under-resourced families. The curriculum centers on five components: high-quality academic enrichment; parent and family involvement; civic engagement; intergenerational leadership development; and nutrition, health, and mental-health supports. Children read culturally responsive books paired with activities, field trips, and games that reinforce instruction. The program is staffed primarily by trained college-age young adults and provides two USDA-compliant meals and a snack each program day.

Project Title: Saftey Net For At Risk Youth
Project Description:

Funding will support a food pantry for youth and young adults who are aging out of the child welfare system. These young adults are 16-21 and are being launched into adulthood without the typical safety net a family would provide. Along with all the regular stresses this age group deals with such as finding their first jobs, applying for colleges etc.. these young adults are also having to contend with food insecurity. This population lacks the transportation to access other food pantries. Having a pantry that is easily accessible to them inside their residence helps reduce stigma as it does not require them to stand in line in public view. The funding we are requesting will allow us to shop for their specific needs and desired foods assisting them with food access as they are adjusting to living in their first apartments. We are requesting $3,000 which will allow us to spend $300 each week to stock this pantry with their requested items for 10 weeks. This food pantry has now been in existence for two years and has received very positive feedback from the youth and young adults who utilize this resource.

Project Description:

Youth Anchor is an after-school program launching in Spring 2026 to provide a safe, structured, and supportive environment for youth ages 14 to 18 in East Saint Paul. The program operates during critical out-of-school hours and is designed to support academic engagement, stability, and positive youth development for young people facing economic and housing instability.

During the academic year, Youth Anchor operates two days per week and expands to three days per week during the summer months to provide continuity of learning and support. Program activities include homework assistance, goal setting, life-skills development, nutritious meals provided through community food partners, and relationship-based support from trusted adults. Youth also receive light case management and referrals to partner organizations for additional needs related to food access, mental health support, and housing stability.

Youth Anchor prioritizes youth who lack consistent after-school supervision or access to academic support and who would benefit from a stable, welcoming space. The program emphasizes routine, accountability, and family engagement to strengthen outcomes both in and outside of school.

Funding will support program staffing, meals, supplies, transportation assistance for youth when needed, and administrative coordination during the program year following the grant award. ParentTeach Institute provides evidence-based healing centered parenting and caregiving education that teaches transformative relational life skills. The grant of $10,000 would cover 6 months of the teachers stipend cost. ParenTeach provides a unit taught in high school to help students (ages 13 to 18) build skills in communication, emotional regulation and healthy relationships that will lay the groundwork for future parenting and caregiving. The Nicky O Afterschool Program, conducted in collaboration with Plainville Public Schools, is a free of charge, after-school program. The program was created to honor the creative spirit and compassion of Nicky O’Neill, who at 18 years of age was the youngest person to die in the Station Nightclub fire in West Warwick in 2003. This free, arts based, afterschool program launched in 2025 and was a tremendous success in its goal of providing enriching opportunities for local children in need – all part of the Greater Attleboro Area Council for Children’s mission of uplifting and supporting youth through access, inclusion, and community-centered care.

In 2026, the Nicky O Afterschool program is seeking to expand the program offerings to three times as many children as in the pilot year in 2025. With additional support the program would be able to expand further, providing more children with a safe, creative, and supportive environment.
