Project Title: LTHYOC Opportunity Youth Program
Project Description:
As a partner of the Florida Department of Juvenile Justice, the Lashawntay T. Howard Youth Offender Center (LTHYOC) serves youth from Miami-Dade County’s most vulnerable neighborhoods, including Liberty City, Brownsville, and Little Haiti. The System-Involved Youth (SIY) Program will engage 40 youth ages 13–17 who are involved in the juvenile justice system or identified as high-risk due to gang involvement, gun violence exposure, or residence in low-income public housing communities.
The SIY Program uses proven, research-based interventions to address the personal, family, and community factors contributing to delinquency and violence. Grounded in Search Institute’s developmental relationship framework, the program prioritizes equity, trust-building, and evidence-based strategies that strengthen youth protective factors. Research shows that strong developmental relationships improve learning, resilience, and long-term outcomes.
LTHYOC’s Intentional Relationships Workshop supports youth through:
• Increased academic motivation
• Improved social-emotional development (self-awareness, self-management, responsible decision-making, relationship skills, and social awareness)
• Increased personal responsibility
• Reduced engagement in risky behaviors
By intentionally removing youth from unsafe environments during high-risk afternoon hours and placing them in a structured, supportive setting, the program reduces exposure to street violence while providing mentorship, academic support, and life-skills development.
Using a therapeutic community model, LTHYOC will:
Divert at-risk youth from deeper involvement in the juvenile justice system
Promote youth voice and choice through individualized planning grounded in each participant’s values and goals
Reduce chronic juvenile offending
Increase protective factors that support long-term success
Through structured programming, mentorship, and intentional relationship-building, LTHYOC strengthens youth capacity, improves decision-making, and promotes safer communities across Miami-Dade County.
