(Children Have All Rights: Legal, Educational, Emotional) was founded in 1983 through the efforts of the Episcopal Diocese of Southeast Florida, the National Council of Jewish Women and the Junior League of Miami. These dedicated groups of people devoted themselves to finding a better model for foster care. What began as four small group homes serving just 30 children is now one of the largest foster care providers in the county, serving more than 1,200 children and families each year. Over the past 30 years we have kept true to our mission of providing resources and support that help abused, abandoned and neglected children and at-risk families reach their full potential. <\/p>\n<p>Over 1,800 children in Miami-Dade County are currently in out of home care due to abuse, violence and\/or neglect. Above and beyond the developmental and emotional consequences of being removed from their homes, children in foster care face considerable barriers to educational support. <\/p>\n<p>Children who come in to our care are often performing below grade level due to placement instability, mental health issues and lack of support.  Through tutoring we seek to help them overcome past challenges and provide them with the tools needed to succeed academically.  <\/p>\n<p>CHARLEE staff works with case managers, caregivers, and the courts to coordinate tutoring services for children in need.
